Pamela Nieting, PE — Managing Partner

Pamela Salas Nieting is a civil engineer, real estate development professional, and housing-policy advocate with nearly two decades of experience across the public and private sectors. Her work spans the full development process — from land acquisition and feasibility through entitlements, environmental review, engineering, construction, and sales.

She specializes in navigating California's complex land-use environment, using evolving housing legislation and policy to secure development rights for residential subdivisions and mixed-use communities. Her experience includes CEQA, state housing law, subdivision mapping, infrastructure planning, and state and federal resource permitting. Her project experience ranges from housing communities throughout Northern California to internationally recognized developments, including Treasure Island in San Francisco, Hudson Yards in Manhattan, and the Al Wasl Plaza at Expo 2020 Dubai.

Pamela serves on the Board of Directors of the Building Industry Association and chairs its Housing Legislation Committee. She was appointed to the Walnut Creek Planning Commission by the Mayor and City Council and now serves as its chair, and she also serves on Santa Clara University's Civil, Environmental and Sustainable Engineering Advisory Board, having earned her Bachelor of Science in Civil Engineering from the university.

Originally from Peru and now the mother of two daughters, Pamela is also committed to mentoring emerging professionals and creating more opportunities for women to enter and lead within the real estate development industry.

Steve Riter is an advisor and partner at Renovar Partners and co-founded McKinley Partners in 2006. Based in Walnut Creek, he has led residential investment, acquisition, entitlement, and development work throughout Northern California. Before McKinley, Steve served as a principal focused on residential acquisitions and entitlements at Mission Valley Properties and as Vice President of Land Acquisition and Development at Catellus Development Corporation. His earlier experience includes acquisition and development at SummerHill Homes, serving as Vice President at Southwest Diversified/Coscan, and working as Project Controller and Land Acquisition Manager for the Vintage Club.

Steve earned a Bachelor of Science in Business Management from Brigham Young University, with a focus on finance, accounting, and financial planning, and an MBA emphasizing real estate and accounting from John F. Kennedy University. He previously served on the Board of Directors of Seneca Center, a Bay Area nonprofit supporting children and families. Outside of work, he enjoys golf and kiteboarding.
